War veteran David Dai comes to the undersea city of Julia to work as bodyguard for Mayla Ling, a high-powered banker. David saves Mayla from terrorists, but he himself comes under suspicion by the police. He hides out in the impoverished lower levels of the city, and both he and Mayla end up looking for a way to escape the enclosed city and reach the surface. Strong language. 1994.
